I´ve never done any face restoration work but reckon there are a few different ways do to it. Someone with more knowledge can hopefully fill us all in. But I reckon you are talking about removing blemishes and such things and not the issues with clipped channels?
For creating the babyass effect i would probably use a combination of lumakeys and edgedetects to isolate the facialfeatures like eyes mouth and eyebrows and all that and then just layer those ones over a blured and colorcorrected version of the face, you will prob have the pleasure of some rotojob to pull it off tightly. There are a few filters that will take care of the high frequenze variations so just have a play with those ones.
If someones have a good workflow for pulling these things off i would like to get some info about it as well..
Good luck fella.

basically would be something like this.. (check the attachment)
the blur node is applied only on the blue* channel.
I wouldn't go further than that with the cleaning.
the main goal is to keep it believable.
