Wall paper effect - 3d, after effects, nuke ?

Hi everybody!
I'm new to this forum...I've always read tons of posts but never asked for something...

So this is my first time, be kind :)

I'm new to visual effects, and I'm still praticing...
I need to achieve this particular effect shown in this video :

The question is : can i make this without a stop-motion contribute, in after effect with masks, pluging, or something ?

Or should i make it in 3d like a silent hill effect on the wall ? (3dstudio)

And then compositing all in nuke ? I don't know what to do...I need "pro" help.
