well there is a few ways to do it.....But i have never done it so Im just outlineing something i think will work.....
In Maya or your fav 3d package, you could track the footage and then create the effect with particles, apply a texture similar to what youd use for water, turn up the Distrortion or Refraction and fiddle with bump maps and such.
Or if your shot was a lockdown shot you wont need to track, so you could build the effect in your favorite 2d package, use masks and paint layers to create the path for the bullet, and fiddle with the distort and blur filters.....
I dunno.:niceone: :die:

well one way to do it .. is using the displace operator under distort... ... u will need to make a whole bunch of layers ... ( u might be able to do it using particles But i havnt figure that yet )
... an easier way would be as specialk said...
to do it in a 3d software...

you could do this by having an animated paint layer with rings on them.
turn this layer off and use a displace operator using the paint as your source
heres something i prepared earlier.
this is not exactly the effect that you are looking for
but could give you some idea

I recall two tutorials a while ago on how to do this with 3d Studio Max.
The first:
http://the3dstudio.com/5slhamm30xouatekbtb4i545)/tutorials.aspx?id_tutorial=98
And the second:
http://the3dstudio.com/(5slhamm30xouatekbtb4i545)/tutorials.aspx?id_tutorial=108
I have never used 3ds, so I cannot judge the quality of these, but it should contribute to a way to do this in 3d with particles
 (I couldn't find one with Neo glasses...)
