use the paint tool set to 'wire'
or the clone brush
or a clean plate with clone brush
or a gridwarped clean plate with clone brush
or...
well there are so many ways to this, there is no definitive 'how to' Can you show us some of the stuff you're working on? This way the help will be much better.

Like Shadow said, every case is different. You can try cloning it out, but after a while it will become apparent when frame-by-frame painting is effective and when a clean patch needs to be tracked in to cover it up.
