Increase your resolution and play with the radius and blending of the mesh.

If you already tried tweaking Radius and blend then try Relaxation. You could try using surface tension daemon to get some small droplets. Also post your settings for particles so that people could help you better.

Just wondering why your particle resolution is so low? Give it a minimum value of 100 to get smoother and rich particles(resolution depends upon size of your emitter but still I think you should try increasing your resolution.)

Finally you haven't stated your blend factor for mesh and its really important to try different combination values for your blend factor and polygon size to get your desired mesh.

I don't think so but maybe there is a way. Anyway why you want to animate the blend factor? Its something which is used to define the mesh from the particles.

PS: Thanks for your comments on my website
